The Philippine Council for Agriculture and Fisheries (PCAF) formally welcomed three newly promoted employees in an oathtaking ceremony administered by Executive Director Bernadette De Los Santos on October 15, 2025 in Quezon City.

The newly promoted staff will take on key roles to further enhance PCAF’s operations and its commitment to the development of the agriculture and fisheries sectors.

Eugene de Guzman and Troadio Montemayor were promoted to Project Evaluation Officer (PEO) II. They will be assigned to the Monitoring and Evaluation Section of the Planning, Monitoring and Knowledge Management Division.

As PEOs, their main responsibilities include monitoring, evaluating and validating completed DA programs, projects, and initiatives related to agricultural and fisheries modernization.

In a key leadership move, Andrea Louise Gutierrez was promoted to Development Management Officer III and will serve as the Section Chief of the Capacity Development Section (CDS) of the Partnership Development Division.

In this role, Gutierrez will be responsible for providing technical guidance for the section. The CDS is crucial for building the capabilities of PCAF’s stakeholders through training needs assessments, program formulation, and the facilitation of educational activities.

The ceremony emphasized PCAF’s commitment to strengthening its workforce with dedicated and capable employees, ensuring the organization is well-equipped to achieve its goals.
