DA Undersecretary for Operations and Agri-Fishery Mechanization Engr. Ariel T. Cayanan leads the oath-taking of the Department’s Constructors Performance Evaluation System (CPES) Evaluators at Apacible Conference Room A on June 4, 2019.

In compliance with the Implementing Rules and Regulations (IRR) of Republic Act No. 9184 or the Government Procurement Reform Act that requires all procuring entities implementing government infrastructure projects to evaluate the performance of their contractors using the National Economic and Development Authority (NEDA)-approved Constructors Performance Evaluation System (CPES), the Department of Agriculture (DA) has tapped 37 Agricultural Engineers from various DA Operating Units to serve as CPES Evaluators for the agency’s infrastructure programs and projects.

Serving as the DA’s CPES Implementing Unit is the Philippine Council for Agriculture and Fisheries (PCAF) thru its Agricultural and Fishery Mechanization and Engineering Unit (AFMEU) of the Policy Development and Coordination Division (PDCD).

Addressing the pioneering group of DA-CPES Evaluators during their Oath-taking ceremony on June 4, 2019, Undersecretary for Operations and Agri-Fishery Mechanization Engr. Ariel T. Cayanan stressed the importance of their role in the Department especially that this is the first time that DA shall be undertaking this endeavor.

“It’s not luck that you were selected to be a DA-CPES Evaluator. You’ve earned it. Your output is vital and important, as these will be crafted into policy guidelines for the projects and programs that we’ll (DA) be doing. The challenge now is how we are going to improve and sustain this moving forward,” said Undersecretary Cayanan.

Joining him during this activity is PCAF OIC-Deputy Executive Director Engr. Alexander S. Daroya and Department of Trade and Industry-Construction Industry Authority of the Philippines- Philippine Overseas and Domestic Construction Board (DTI-CIAP-PODCB) Executive Director Doris Gacho.  -AE
