The Committee on Climate Change (CCC) appealed to the Department of Environment and Natural Resources (DENR) – National Mapping and Resource Information Authority (NAMRIA) to fast-track the completion of the delineation of the Philippine municipal waters, and provide access of available data to the public.
The Resolution was adopted during the committee’s 29th Quarterly Meeting on May 30, 2017 at the Philippine Council for Agriculture and Fisheries (PCAF) Apacible Hall in Quezon City. The appeal was raised because of “irregular configuration of the Philippine coastline and indistinct boundaries between municipalities.” It was also mentioned that “local governments units (LGU) have been reluctant to introduce management interventions over seeming coastal waters due to possible tensions with neighboring LGUs that lay claim to the said waters.”

Christian Monsod explains that the completion of the implementation of Section 123 of Republic Act 8550- Charting of Navigational Lanes and Delineation of Municipal Waters will minimize the conflicts and create fair competition between commercial and municipal fishers.
