The Constructor’s Performance Evaluators (CPEs) team conducted an evaluation of constructors performance of infrastructure projects in Western Visayas on April 4 to 8, 2022.
Led by the Philippine Council for Agriculture and Fisheries (PCAF), the team was composed of the Department of Agriculture (DA) Regional Field Offices (RFOs) in MIMAROPA, Eastern Visayas, and members of the CPEs from the Bureau of Agricultural and Fisheries (BAFE).
The evaluation team conducted a holistic appraisal of the said infrastructure projects. The team evaluated three ongoing DA infrastructure projects, namely:
- Concreting of Sitio Bugkos in Brgy. La Granja Farm-to-Market Road (FMR) at La Granja, La Carlota City, Negroas Occidental
- Upgrading of Warehouse at BPI-La Granja, La Carlota City, Negroas Occidental
- Construction of Warehouse with Training Hall and Farm Machinery Shed at Brgy. Navalas, Buenavista, Guimaras
The entry and exit conferences were conducted to discuss the week-long evaluation and its results.
A set of evaluation parameters such as workmanship, materials, time, facilities, and resource deployment is used by the team as embodied in the Department Circular No. 01, Series of 2019, and the National Economic and Development Authority- approved CPES guidelines.
None of the three projects passed the evaluation. According to the guidelines, a project should have a passing rate of 82%, which corresponds to a satisfactory rating.
The constructors were informed that two evaluations will be done before arriving at a final rating thus, giving them a chance to improve on their performance.
The team reminded them that CPES in DA is undertaken to ensure the completion of infrastructures on time and in accordance with desired quality and specified requirements of the procuring entity.
Moreover, pursuant to Section 34.b.ii of the implementing rules and regulations of Republic Act. No. 9184, CPES rating shall be used in the review of technical capabilities of a constructor-bidder, and may also be used by government procuring entities as additional reference to ensure appropriate awarding of contracts. | JC with reports from PDCD-AFMEU
