The Philippine Council for Agriculture and Fisheries (PCAF) management and the Philippine Council for Agriculture and Fisheries Employees Association (PCAFEA) signed the new Collective Negotiation Agreement (CNA) for the Fiscal Year 2022-2024 on November 8, 2022.

Executive Director Nestor D. Domenden and PCAFEA President Jovita M. Gonzales led the signing of the new CNA and its ratification at the Office of the Executive Director in Quezon City.

The CNA is the written official agreement entered into by the employee organization with the management, stipulating the terms and conditions of employment or improvements not fixed by law in accordance with Executive Order 180, series of 1987.

It encapsulates the collective negotiations between PCAF and PCAFEA, the duly organized employee’s association of the agency. 

It was crafted in line with Executive Order No. 180, series of 1987, providing the guidelines for the exercise of the right to organize by government employees, creating a public sector labor-management council, and for other purposes.

The said Agreement covers all employees holding a permanent plantilla position.

The CNA has provisions on promotion and career advancement, employment security, employee benefits program, safety, health and work environment, professional growth and development, selection and promotion of employees, legal assistance, rights, and representation.

The signed Agreement shall remain in force and effect for a period of three years.
