Six groups of the Agricultural and Fishery Council (AFC) Chairpersons and representatives from the Eastern Visayas Region joined the Philippine Council for Agriculture and Fisheries (PCAF) in a participatory monitoring and tracking (PMT) activity on September 25 to 29, 2023.

The PMT teams visited more than 90 Department of Agriculture- (DA) funded projects and programs in the province of Biliran, Leyte, Southern Leyte, Northern Samar, Eastern Samar, and Samar.
 
 
Among the programs and projects monitored include production materials, post-harvest equipment, irrigation facilities, and farm-to-market roads (FMRs).
 
PMT is a systematic process that empowers communities as important stakeholders in monitoring and tracking government’s programs and projects. As anchored on the National Agriculture and Fisheries (NAF) Council mandates and functions, PCAF—through its PMT—tracks the implementation of the DA programs and projects, and confirms and gives credence to the Department’s accomplishments report.
 
The activity also ensures that the DA budget is effectively allocated and executed to respond to the needs and challenges of the agriculture and fisheries sector.
 
The findings, observations and recommendations were presented to concerned DA officials and representatives during the exit conference on September 29, 2023 in Tacloban City.
 
In the exit conference, it was agreed that the DA Regional Field Office 8 (RFO 8 ), through different banner program coordinators, representatives and agricultural program coordinating officers, will monitor the recipients whose projects are underutilized and not utilized due to issues and findings.
 
It was also agreed that RFO 8 will consider retrieving and transferring the units to other organizations who need it.
 
The DA regional office also agreed to provide the PCAF PMT team a complete list of FMR projects with more accurate geographic coordinates for more precise location and status during the validation. | Jezebel Campaniel
