The Department of Agriculture Constructors’ Performance Evaluation System (CPES) Evaluators Association, Inc. (DACEA) welcomed its newly elected officers, during the first quarter meeting of the DA-CPES Evaluators on February 21, 2024 at the Philippine Council for Agriculture and Fisheries (PCAF) Office in Quezon City.

PCAF OIC-Executive Director Julieta Opulencia led the oath-taking ceremony and expressed her utmost support to the evaluators.

“We expect a great deal of leadership and guidance from all of you, especially in our upcoming CPES activities. Rest assured that we, in PCAF, are always here to provide support to the best of our capacity,” Dir. Opulencia said.

Among the inductees are Engr. Jesiah Mercado of DA-Regional Field Office (DA-RFO) III, who serves as DACEA President with Engr. Peachie Melendez of PCAF as Vice-President, Engr. Arjean Morales of DA-RFO III as Secretary, Engr. Triniza Jardin-Millare of DA-RFO IV-A as Treasurer, Engr. Katherine Balao of DA-RFO II as Auditor, and Engr. Analee Manaopanao of DA-RFO XI as Public Information Officer. 

Also taking their oath are Board of Trustees Engr. Mark Twain Limbo of DA- Bureau of Agricultural and Fisheries Engineering, Engr. Jay Rebayno of DA-RFO VIII, Engr. Christopher Abne of DA-RFO IX, and Engr. Anya Marica Avelino of DA-RFO IV-B.

DA-CPES evaluators finalizing the DACEA By-laws

After the induction, the DA-CPES evaluators, who are automatically granted membership in the Association, proceeded to finalize the DACEA Inc. by-laws. This aims to establish the rules of CPES operations for the efficiency and safety of its members.

The evaluators also discussed the status of the DA Implementing Offices’ infrastructure projects for the Fiscal Year 2023-2024 as well as the schedule of upcoming CPES activities. Subjected to CPES are agri-infrastructures, such as cold storages, postharvest and processing facilities, and farm-to-market roads (FMR), that are being implemented by DA-RFOs and attached bureaus, agencies, and corporations as well as the FMR Development Program and the Philippine Rural Development Project.

The evaluators also identified and addressed the challenges encountered in the previous years of monitoring and evaluation for continual improvement. | Joy Camille Luza
