In the coastal town of Concepcion, Iloilo, where agriculture and fisheries play a vital role in the community, one man has stepped up to be the voice and champion of the farmers and fishers. Mr. Francisco Retirado, the Chairperson of the Municipal Agricultural and Fishery Council (MAFC) of Concepcion, has dedicated himself to improving the lives of his fellow kababayang magsasaka at mangingisda.

Chairperson Francisco’s journey in leadership began with the Tamis-ac Farmers Association, which was officially registered with the Department of Labor and Employment (DOLE) on July 17, 2014. What started as a small group of 23 members has now flourished into a 46-member association composed mostly of land tenants striving to make a living through farming. Through collective effort, the association has grown not only in numbers but also in its influence within the agricultural community.

His leadership was further recognized in August 2022 when he was elected as MAFC Chairperson of Concepcion. Upon assuming the role, he realized the immense responsibilities that came with it. The MAFC is not just a group of agricultural stakeholders—it is a critical partner of the Local Government Unit (LGU) in monitoring projects, participating in municipal activities, and ensuring the successful implementation of agri-fishery programs and projects. Chairperson Francisco embraced these responsibilities wholeheartedly, advocating for the welfare of his fellow farmers and fishers.

Understanding the importance of education and modernization in agriculture and fisheries, Chairperson Francisco actively encourages his peers to participate in discussions, express their views, and gain knowledge in essential areas such as pest and disease management, seed preparation, and mechanized farming and fishing technologies. He firmly believes that equipping farmers and fishers with the right knowledge and tools will significantly enhance the productivity and sustainability of their livelihoods.

The support from the Concepcion LGU has been unwavering, ensuring that the agri-fishery sector continues to thrive. A testament to this commitment is the municipality’s annual celebration every May 31, a special day dedicated to honoring farmers and fishers. This tradition, now in its seventh year, recognizes the best-performing individuals and associations, awarding them with cash prizes and incentives. Such recognition not only uplifts the spirits of the hardworking agricultural and fishery workers but also motivates them to strive for excellence in their fields.

Chairperson Francisco Retirado’s dedication and leadership exemplify the true essence of service. His journey from being a member of a small farming association to leading the MAFC Concepcion is a testament to his passion for the sector.
