#PCAFConsultation | NSC tackles Nutrition, Production, and Budget Issues in Poultry and Livestock The future of the country’s poultry and livestock industries took center stage during the National Sectoral Committee (NSC) on Poultry and Livestock meeting held on February 6, 2026, bringing together key government agencies, sectoral representatives, and private stakeholders. The Meeting served as a platform to align plans, programs, and budgets to boost domestic production, improve nutrition outcomes, and strengthen food security, including the endorsement of the proposed plans and budgets of the National Dairy Authority (NDA), Philippine Carabao Center (PCC), the Department of Agriculture’s National Livestock Program (NLP), and the Halal Food Industry Development Program.Presiding Chairperson Dr. Arnulfo Frontuna highlighted the dairy sector’s potential as both a livelihood source and a contributor to national nutrition, setting the tone for discussions centered on productivity, sustainability, and inclusive growth. The NDA and the PCC presented their respective reports, with agency officials clarifying mandates, policy directions, and responses to stakeholder queries, including the PCC’s expanded role under the Animal Industry Development and Competitiveness Act as the DA’s livestock and poultry research arm.Key discussions during the open forum focused on the delineation of roles between NDA and PCC in implementing the Department of Education’s (DepEd) milk feeding program, emphasizing that beneficiary identification lies with DepEd and local partners. Participants also raised concerns on targeting nutrition interventions in high-poverty and malnutrition areas, proposing complementary food sources, such as: eggs and nutribun, alongside broader issues on livestock breeding, genetic resource development, and the use of sexed semen technology to reduce import dependence.The DA’s National Livestock Program and Halal Food Industry Development Program presentations generated discussions on budget allocation, implementation, and regional distribution, including clarifications on the two-tier Swine Repopulation Program involving multiplier and conduit farms.
