CPES on FMR in Ilocos Region

The Philippine Council for Agriculture and Fisheries (PCAF), through its Policy Development and Coordination Division-Agricultural and Fisheries Mechanization and Infrastructure Support Section, simultaneously implements the Constructors Performance Evaluation System (CPES) in Ilocos Region and Zamboanga Peninsula on March 11 to 14, 2024.

Joining PCAF in the Ilocos Region are evaluators from the Bureau of Agricultural and Fisheries Engineering (BAFE) and the Department of Agriculture-Regional Field Office (DA-RFO) Cordillera Administrative Region. They are assessing three projects, namely: 1) the Concreting of Brgy. Banban to Brgy. Manayon to Brgy. Taguiporo Farm-to-Market Road (FMR) in Bangui, Ilocos Norte; 2) the Concreting of Brgy. Carusikis FMR in Pasuquin, Ilocos Norte; and 3) the Construction of Warehouse in Brgy. San Marcelino, Dingras, Ilocos Norte. 

Project 1 is on its second visit while Projects 2 and 3 are due for their final visits as the projects reach completion. Both FMRs are implemented by the Department of Public Works and Highways-Ilocos Norte 1st District Engineering Office while the Construction of the Warehouse is implemented by the DA-RFO I.

On the other hand, the team in Zamboanga Peninsula consists of evaluators from BAFE, DA-RFO XIII, and PCAF. Infrastructure projects being evaluated include: 1) the Rehabilitation/Concreting of NRJ San Roque-Rizalina FMR in Zamboanga Del Norte; 2) the Rehabilitation/Concreting of Mapang-Mabuhay FMR in Zamboanga Del Norte; and 3) the Construction of Rice Processing Center (RPC) III in Brgy. La Victoria, Aurora, Zamboanga del Sur. Both FMRs are implemented by the Philippine Rural Development Project and undergoing their second assessment, while the Construction of RPC is implemented by the National Rice Program and being evaluated for the first time.

The findings are being simultaneously deliberated in the exit conferences, attended by DA-RFO Officials and constructors on March 14.

Agri-infrastructures subjected to CPES are being evaluated multiple times until its completion for continuous monitoring of the constructors’ performance and ensuring efficiency and quality in the overall project implementation. | Text by Joy Camille Luza, with reports and photos from PDCD-AFMISS
